Government procurement, or public procurement, is the acquisition of goods and services on behalf of a public authority, such as a government agency. In order for the Arkansas state government to acquire goods and services, it must first enter into a contract, or agreement for the purchase of commodities and services and for the disposal of surplus commodities and services. In most cases, the state will open a bidding process by which interested parties may submit their proposal or qualifications.
